Wary bands, all distructing of the others, joining and splitting apart, coalescing into bodies they all hope will one day be large enough to actually acheive some form of lasting victory and thus impose their own Pax on the lands. Which ever way you look at it, unlikely in the near future, unlikely in the medium term. In the long term, who knows ?
